Email not sending to all people on tag(list)

I sent an email to 15 people and only 14 were sent. I checked the record of the person that did not receive the email and they are correctly tagged with a valid email address. This also happened last week and the same thing happened with less people receiving the email. I checked all of the records that did not receive and they were all valid email addresses and all tagged correctly. Thank you for any help! :)
