My clients are no longer getting those notices in their dashboard.
Where would they be able to see if/when a cart has been abandoned?

The abandoned cart notices still appear in the workflow timeline and have not been removed.
You can test for sure by going to your client's website, and adding items to your cart. You will then have to create an account and login, but do not checkout. Once you are logged in with items in your cart, and if you have not checked out yet, a New Abandoned Cart should appear in the workflow timeline.
Please let me know if you are still not able to make a test abandoned cart appear!

Is there a way someone can make a purchase without having to create an account?
My client is fearful that she is losing business because people don't want to go to the trouble of creating an account. She has the option of "sign in as a guest" but she would rather just allow them to make a purchase with out creating an account.
If that is not possible (to buy something from her website without creating an account), how would you suggest I advise her?

There is a checkbox on the screen where they enter their shipping address that allows them to purchase without creating an account.
