Customer List counts differ

Why does the total of contacts In the Custom Field download show more than what is tagged?

Why is it when looking at the tags under say HCG, it shows 1031 and if I download that tag I get 1031...but I cannot see all 1031 by scrolling down the page allowing me to edit the list?
