Calendar year only selects the future

When I click on the year, it does not show previous years.

You must first select the date on the LEFT calendar this INCLUDES clicking a day, like the first of the month. When you do this, you will see the calendar turn green - then you will be able to select the year from the calendar on the RIGHT.
